Upgrades to items are a method to boost the stats of an item. Depending on the upgrade type it could increase an item's Mark Level or Rarity, as well as boost other stats.

On PC, you can see the level of the item using ALT, or by using the left stick on XB1 or PS4. This will show the full item description, including its level. It can also be located by hovering over an item with the mouse cursor, and then typing /itemlevel in chat.
There are a few theories about how the calculation of the item's level is done. Item Luck

It simply gives players a chance to acquire better equipment earlier in the game and is therefore more beneficial in the initial game run as opposed to later ones, as most players prioritize more powerful weapon scaling and defenses over damage gains.
Luck can also increase the chance of upgrading items at the Blacksmith. This is not to be confused with the Blacksmith's overall upgrade probability that increases with each level and can be further increased by using an anti-material, such as a Scroll of Strength or a Jewel of Blessing.
Weapons, armor, and shields can spawn or be crafted with the Luck property, which has an initial value of 40. These items can be improved by using golden ingots or spined leather (depending on their material type) to increase the value of 40 luck, or to increase the luck of the item to 140.

Note that item upgrades are rendered above the items in the inventory, so enchantment glint and other effects could be obstructed by them. If you wish to disable the upgrade overlays, the config option decoration.renderUpgradeOverlays can be set to False in the Item Upgrader CORE client config.
